The logic is in the same vein as saying that 1.5 stamina = 1 agility on item budgets for things like flasks/enchants/food. That's why we see less versatility on a similar ilvl piece than mastery. All cloak enchants are 100 of any rating, all rings are 30 for the Breath enchant and 50 for the Gift, and all neck enchants are 40 for the Breath and 75 for the Gift. You enchant the stat you want the most of, period. It's not terribly difficult to look at the list of gems, enchants, or food and find out that your entire post is 100% wrong, and that's so convoluted that I'm not really sure how you'd have thought that up when the way things are in the game actually makes sense. Versatility has no extra weight on the stat budget, it's a secondary stat like everything else. All enchants, gems, and food give equal amounts of rating.
